A civil construction consultant isn't always needed for a landed rebuild—but when you do need one, you really need one. We've worked with civil engineers and geotechnical specialists on projects involving poor soil conditions, deep basements, retaining walls, and complex drainage. On simpler builds, our in-house Qualified Person handles the structural and regulatory side. The difference comes down to what's under your house, not just what you're building on top of it.

What Does a Civil Construction Consultant Actually Do on a Landed Project?

Civil construction consultants focus on the ground, the loads, and how everything connects to public infrastructure. On our projects, they typically handle:

  • Soil investigation and geotechnical reports — determining load-bearing capacity, groundwater levels, and whether you need piling
  • Piling design — specifying pile type, depth, and layout based on soil conditions and structural loads
  • Drainage and sewerage design — ensuring compliance with PUB requirements, especially for rebuilds that alter site levels
  • Retaining wall engineering — critical when you're building near a slope, boundary, or creating a basement
  • Earthworks and site preparation — calculating cut-and-fill volumes, shoring requirements, and temporary works

Our in-house structural QP collaborates closely with civil consultants when needed. On straightforward terrace or semi-detached rebuilds with good ground conditions, we often don't need external civil input—our QP covers the structural submissions. But when we hit marine clay, need to go three storeys with a basement, or face a sloped site, we bring in a specialist early.

When We Engage a Civil Consultant (and When We Don't)

We've learned over 15 years that some projects signal the need for civil expertise before you even break ground. Here's how we assess it:

You Likely Need One If:

  • Your site has poor soil conditions (marine clay, loose fill, high groundwater)
  • You're doing a full rebuild with basement or subterranean spaces
  • There's a significant slope on or adjacent to your site
  • You're building a retaining wall over 1.5m high
  • The project involves major earthworks or land levelling
  • You're near a canal, drain reserve, or environmentally sensitive area
  • BCA or PUB has flagged your site during the pre-application stage

Our In-House QP Usually Handles It If:

  • It's a standard A&A project (extension, loft, reconfiguration) with no new foundations
  • You're doing a like-for-like rebuild on stable ground with minimal earthworks
  • No basement, no retaining walls, no slope issues
  • Existing drainage connections are adequate and won't be significantly altered

We've had clients assume they need a full civil team because their neighbour hired one—but every site is different. Soil conditions can vary dramatically even within the same estate. That's why we always recommend a preliminary site assessment before committing to consultants you may not need.

How Civil Consultants Work with Our Build Process

When we do bring in a civil consultant, they integrate into our workflow at specific stages:

Pre-Design (Feasibility Stage)

The consultant conducts soil investigation—typically via borehole testing—and delivers a geotechnical report. This tells us whether standard pad footings will work or if we need bored piles, driven piles, or ground improvement. We've had cases where the report revealed unexpected fill material or a high water table that completely changed the foundation approach and budget.

Design and Submission

The civil consultant prepares detailed engineering drawings for foundations, drainage, and earthworks. These get coordinated with our architect's plans and our structural QP's calculations. All of this feeds into the BCA and PUB submissions. If there's a retaining wall, they'll calculate lateral earth pressures, drainage behind the wall, and tie-in details with the main structure.

Construction

During piling and earthworks, the consultant typically makes site visits to verify that conditions match the design assumptions. If we hit unexpected rock or soft pockets, they assess on the spot and recommend adjustments. We've had consultants call for additional piles or deeper excavation when the actual ground didn't match the borehole logs—that's not a failure of planning, it's the reality of working with earth.

Completion and Handover

The consultant provides as-built records and any certification required by BCA or PUB. For drainage especially, PUB may require a Professional Engineer's endorsement before issuing the Temporary Occupation Permit (TOP).

What This Typically Costs

We don't quote exact fees because every site is different, but as a rough guide based on our past projects:

  • Soil investigation: Often a few thousand dollars for standard borehole tests on a typical landed plot
  • Geotechnical report and piling design: Varies widely depending on complexity—simple sites cost less, complex ones with multiple soil layers and high water tables cost more
  • Drainage and earthworks design: Usually bundled into the civil consultant's overall fee if they're handling the full scope
  • Site supervision and inspections: Charged per visit or as a lump sum for the construction phase

The key is that good civil input early can save you tens of thousands later. We've seen projects where skipping the soil investigation led to foundation failures mid-build, requiring costly remedial piling. The consultant's fee is small compared to that risk.

Common Misunderstandings We Encounter

"My architect will handle everything." Architects design spaces and navigate planning rules. Structural and civil engineering—especially anything underground—requires a different skill set. Our in-house architect works hand-in-hand with engineers; they don't replace them.

"I don't need piling because my neighbour didn't." Soil conditions vary. Your neighbour's house might sit on a firmer stratum, or they might have built before current BCA requirements. We always verify with actual site data, not assumptions.

"Can't the builder just figure it out?" We can handle the construction, but the engineering—calculating loads, designing foundations, certifying submissions—must be done by a Professional Engineer. It's a legal and safety requirement, not a preference.

How We Decide Whether You Need External Civil Input

When a client approaches us, we do an initial site evaluation and review any available records—existing plans, past soil reports, drainage layouts. If the project is straightforward and our QP is comfortable with the ground conditions and scope, we proceed in-house. If there are unknowns—especially related to soil, water, or significant earthworks—we recommend engaging a civil consultant early, sometimes even before finalising the architectural design.

This isn't about inflating costs. It's about getting the foundation right. We've rebuilt enough landed homes to know that what's below ground determines whether the project runs smoothly or becomes a costly problem.

Frequently Asked Questions

Do I need a separate civil consultant if Wong Lye already has an in-house QP?

Not always. Our in-house QP handles structural submissions for most projects. We bring in a specialist civil or geotechnical consultant when the site has challenging ground conditions, requires piling, involves retaining walls, or needs complex drainage design. We assess this during the initial site evaluation.

How long does a soil investigation take?

Typically a few days for the fieldwork (borehole drilling and sampling), then another week or two for lab testing and the written geotechnical report. We factor this into the project timeline during the pre-design phase so it doesn't delay submissions.

Can I skip the soil test if I'm doing a light structure?

BCA may require it depending on your building's height and use. Even if not strictly mandated, we strongly recommend it for any full rebuild. Surprises underground are expensive. A soil test gives you certainty before you commit to a foundation design and budget.

What's the difference between a structural engineer and a civil consultant?

There's overlap, but generally: structural engineers focus on the building frame, beams, columns, and load paths. Civil consultants focus on foundations, earthworks, drainage, and interfacing with the ground and public infrastructure. On complex projects, you need both skill sets—sometimes from the same person, sometimes from separate consultants.

Will hiring a civil consultant delay my project?

If engaged early, no. Delays happen when site issues are discovered mid-construction because proper investigation wasn't done upfront. A civil consultant brought in during feasibility actually de-risks the timeline by surfacing problems before they become emergencies.
